Chief Executive Officer - Paul A. Guindon, Captain (N) (Ret’d), has over 33 years of experience in the Canadian Navy - where he gained advanced knowledge of weapons, missile systems and a wide range of national security protocols, all while honing his leadership skills during five command appointments and two deployments in a theatre of war. A graduate of Dalhousie University, Mr. Guindon also attended "Le Collège Interarmées de Défense" in Paris and is a graduate of the Advanced Military Studies Course (AMSC).
Since becoming the CEO of Commissionaires Ottawa in August 2004, Mr. Guindon has directed the organization’s focus on exceeding the highest of national and international quality management, safety and security standards. He is dedicated to staying one step ahead of the ever-increasing security demands of the private and public sectors, ensuring his private security professionals are equipped to manage his clients’ most advanced surveillance, communications and security technologies and systems. Mr. Guindon is also focused on leading his professional and conscientious executive team of security experts, continuously improving on the company’s world-class ISO policies and procedures, as well as maintaining a reputation for having the very best disciplined, experienced and trained security professionals in the industry.
In addition, Mr. Guindon serves as the Vice-Chair of the Canadian Corps of Commissionaires National Business Management Committee and President of the Canadian Society of Industrial Security - Ottawa Chapter. He is also a member of the Association of Professional Security Agencies, the Canadian Association of Chiefs of Police, the American Society of Industrial Security, the Federal Association of Security Officials, and various other security, military and governmental associations.
Chief Financial Officer - Robert J. Eagan, Lt. Col. (Ret’d), has served as our Chief Financial Officer since 1996, and through that period has been a key member of the executive team that has guided us through a period of sustained growth in revenues and numbers of employees totalling more than 100%. He served 27 years in the Canadian Forces as a finance specialist and held many senior financial positions in Canada, Germany, the Middle East and as the senior finance and accounting officer for the Air Force. Prior to joining Commissionaires Ottawa, Bob earned a post-graduate management degree from the University of Ottawa.
Director of Operations - John Carter, Major (Ret’d), began his career in the Canadian Forces, dedicating more than 36 years managing Operations and Human Resources at the middle and senior staff levels. Since joining Commissionaires Ottawa, he has accumulated more than 13 years of senior management experience. Reporting directly to the CEO, Mr. Carter directs the organization’s Business Operations Managers and is responsible for overseeing more than 200 contracts and about 3,500 private security professionals in Ottawa, Gatineau, Petawawa, and throughout Northern Ontario. Mr. Carter is the President of the Association for Professional Security Agencies and an active member of the Canadian Society for Industrial Security, the Federal Association of Security Officials, and the Advisory Committee that provided input on the new licensing and training standards as set out in the Government of Ontario’s new Private Security and Investigative Services Act.
Director of Human Resources - Donna Hansen, Captain (Ret'd), is a seasoned Human Resource specialist with a Certified Human Resources Professional (CHRP) designation. She has been Director of Human Resources at Commissionaires Ottawa since 1998, following a 16-year career as a Logistics Officer in the Canadian Army. Donna and her staff of dedicated Human Resources professionals have generated unprecedented workforce growth - over 45% in the past two years - without compromising quality. Through high selection standards, world class training, sensitive performance management and a focus on professional development, Donna's team supports a security force that sets industry standards for service and reliability, and she takes particular pride in maintaining retention rates that are, by far, the highest in the industry. Donna is currently President-Elect for the Ottawa Human Resources Professional Association and sits on the Board of Directors for St. John Ambulance (Federal District).
Director of Business Development - Cheryl Fifer joined Commissionaires Ottawa in April 2005 from a Fortune 300 Company, Air Products and Chemicals. Cheryl has an undergraduate degree in Economics and Political Science, and completed the executive MBA program in May 2006. She is a member of the Canadian and American Societies for Industrial Security and the Federal Association of Security Officials.
Manager, Corporate Services - Jeanne Watson, Major (Ret’d), has more than 20 years of corporate services, administration and quality assurance experience gained through the Canadian Forces. Since joining Commissionaires Ottawa, she has managed all licences, leases and purchases related to the organization’s buildings, vehicles, equipment, uniforms and supplies. She also serves as Commissionaires Ottawa’s Quality Assurance Coordinator.
Manager, Information Technology and Infrastructure - Douglas C. Ware, retired as a Sergeant-Major, has more than 30 years experience in strategic and business continuity planning as well as project and information technology service management. Prior to joining Commissionaires Ottawa, he worked in key telecommunications and information technology management roles providing support to numerous government and military organizations across Canada, the United States, the Middle East and Europe. He also served as the Information Systems Network Director for Canada's Intelligence, Surveillance and Reconnaissance (C4ISR) Unmanned Aerial Vehicle experimentation in partnership with General Dynamics and Telesat Canada.
